The Federal government is a significant land-owner in Colorado with the Bureau of Land Management (BLM) acting as the manager. Permitting and regulation of oil and gas activities, however is the responsibility of both state and federal agencies.

The EPA has delegated portions of water and air quality regulations to CDPHE and ECMC. Additionally the EPA has given delegated authority over Class II Underground Injection Control to the ECMC.

Some key federal agencies that work with the ECMC:

• The US Environmental Protection Agency (EPA)
• The US Forest Service (USFS)
• The US Bureau of Land Management (BLM)
• The US Occupational Safety & Health Administration (OSHA)
• The US Dept of Transportation, Pipeline, & Hazardous Materials Safety Administration (PHMSA)

Memorandums Of Understanding (MOUs) have been established with the following federal agencies:

  Extension of MOU Expiration Date (Effective 12-31-2019)
• BLM regarding Inspection Sharing (Adopted 7-12-1999)
• BLM (Adopted 8-22-1991)
• BLM (Appendix)(Adopted 3-14-2005)
• BLM Inspection of Private and State Lands Exhibit A (06-29-1999)
• EPA regarding Underground Injection Control Program (Adopted 8-30-1989)
